Tom is a Papillion that guards the entrance to Treely Woods from Pupsville. At the beginning of the game, you are not allowed to pass, but after Petasi has a stomach ache and you have talked to Alex, you can use it any time you like. When Noble finds a useless law in a old book, you won't be able to cross unless you get all the signatures from the Committee.
